Saudi Training Regulations
A practical corporate training plan for Saudi organizations

How Saudi employers can turn a training wish-list into a plan with owners, audiences, evidence, and a way to review results.
Start from the work, not the catalogue
A useful training plan names the jobs, sites, and decisions that are slipping. It does not start with a list of popular course titles. For each priority, write the audience, the observable skill, the manager who owns the result, and the evidence you will accept.
Saudi labor, Saudization, and sector rules change. Treat the Ministry of Human Resources and Social Development, Qiwa, and your sector regulator as the sources of truth. A training provider can help you organize the learning. It cannot declare that a plan is compliant.
A one-page plan
Keep the first version short enough for a leadership meeting. Expand it only after the priorities are agreed.
- Business goal for the next two quarters
- Roles in scope, and roles explicitly out of scope
- Delivery mix: on site, at Hikma Institute in Al Khobar, or virtual
- Language of delivery for each group
- What will be filed: attendance, assessment, and certificate of completion
- Review date with the sponsoring manager
What Hikma can do
Hikma can facilitate a training needs analysis, design a program, deliver it in Arabic or English, and provide attendance and completion records. Funding decisions, including any Human Resources Development Fund (Hadaf) reimbursement, are made by the Fund and the employer’s own submission, not by Hikma.
